Under the Executive Presidency of the entity, the Institutional and Governmental Relations Managers have as their objective to support, contribute to, and execute the strategies defined by the association for the legislative and executive affairs that may affect the health product market, maintaining full alignment with ABIMED’s strategic axes.
The activity of Institutional and Governmental Relations (RIG), in line with the definition in the CBO – Brazilian Classification of Occupations, of the Ministry of Labor and Employment, deals with acting in the political decision process, participating in the formulation of public policies, elaborating and establishing governmental relations strategies, analyzing regulatory or normative risks, and defending the interests of those represented in these processes. In addition, institutional relations are also carried out at the private level, articulating demands and developing projects for industries, companies, third sector entities, and international institutions, among others. RIG activity is the one through which social and economic actors impacted by legislative proposals (Parliament), by public policies (Executive), by demand from organized civil society (third industry) and/or by the market (consumers) make to strategic (private) and political (authorities) decision makers their vision on the matter, with the aim of mitigating economic, social, institutional or operational risks; offer a more balanced model; make specific suggestions for improving the proposal; present important facts, data and information for a better understanding of the universe on which the measure will have an impact, so that the decision maker considers more elements in the formulation of a legislative proposal or public policy; alert to unconstitutionalities, unlawfulness (inadequacy to the current legal system) and wrong legislative technique.
State decisions increasingly interfere in the lives of citizens and companies, as hundreds of norms, ordinances, laws, and instructions are issued daily. In this sense, the RIG activity, strategically carried out by a duly trained professional, also interacts with other private institutions with the aim of establishing partnerships, increasing the organization’s image and strengthening relationships so that it is possible to discuss the needs of its industry. More than a legitimate right, it is the duty of the private industry to maintain a permanent channel of communication with public authorities, especially with the Legislative and Executive branches.
ABIMED acts together with different stakeholders in order to contribute to the improvement of the business environment through the creation, maintenance and improvement of public policies, laws and norms that provide a favorable environment for innovation and for the performance of its associated companies in the Brazilian market; as well as to contribute to the development of the health sector in Brazil and to the expansion of the population’s access to high technology, effective, safe and quality products.
The RIG activity is fundamental so that society can be heard by those who decide on important issues that influence everyone’s lives.

The Institutional and Governmental Relations (RIG) activity is that strategically exercised by a properly trained professional who represents the civil society, demonstrating to the public authority the impact or the necessity of its decisions. It interacts with other private institutions with the aim of establishing partnerships, enhancing the organization’s image, and strengthening relationships in order to discuss the needs of its industry. Among the activities of the RIG management in Brasilia, the relationship with regulatory agencies and control bodies, bodies of the 3 spheres of the Federal Government, institutions of assistance, education and research in health, other associations, councils and professional societies, organizations International, press and 3rd industry entities; the proposition of standardization, regulations, actions and promotion of debates with the stakeholders of the Federal Executive and Legislative Powers; monitoring and intervention in bills, proposals for amendments to the constitution, sectoral public policies, public subsidies and public consultations of Resolutions of the Collegiate Board of Anvisa, these in conjunction with the Management of Regulatory Affairs; support for the Association’s RIG and Technology & Innovation Committees and different Working Groups in which associate companies participate to discuss specific topics and draw up an action strategy, with a view to strengthening institutional actions.
The RIG Committee deals with issues related to public policies, legislation, and other actions by Governments and Institutions that may affect the business environment and interests of the group of associated companies. In the Technology and Innovation Committee, new technologies are discussed, their use in health treatments, as well as ways to make them accessible to the population.
Among the activities of RIG management in the State of São Paulo, the following stand out: the relationship with regulatory agencies and control bodies; bodies of the 3 spheres of the State and Municipal Government; health care, teaching and research institutions; entities inside and outside the industry; professional councils and associations; International organizations; press; the proposition of norms and regulations; actions and promotion of debates with stakeholders from the Executive (Government) and State Legislative (ALESP) branches; follow-up and intervention in bills at the State and Municipal levels; monitoring of sectorial public policies; public submissions of subsidies and public consultations of Normative Resolutions of the National Supplementary Health Agency (ANS); support to the Association’s RIG, Tax, Legal and ESG Committees, as well as to different Working Groups in which associate companies participate to discuss specific topics and develop action strategies aimed at strengthening institutional actions.
The ESG Committee, which is under the responsibility of the RIG management in São Paulo, deals with themes related to public policies, legislation, and other actions by Governments and Institutions that may affect the business environment and interests of the group of associated companies. The committee’s objective is to help ensure that the industry is aligned with the best ESG practices, in particular compliance with current environmental legislation and social policies, always committed to the benefit of society as a whole.
Technology and Innovation Committee: There are debates, discussions and conversations so that the industry can advance even further in leveling technology and innovation strategies. The subject encompasses several subjects related also to Health 4.0, Industry 4.0, Telehealth, disruptive technologies (Internet of Things, Artificial Intelligence, Machine Learning, Robotics, Additive Manufacturing), among others. The Committee will not discuss topics such as research and development, digital marketing, or the computerization of company processes.
Who can participate: Professionals who work directly with the topics of technological development, innovation, and digital transformation as business strategies.
ESG Committee: Help ensure that the industry is aligned with the best ESG practices, in particular compliance with current environmental legislation and social policies, always committed to the benefit of society as a whole. Interacts, whenever pertinent, with other ABIMED Committees, such as Legal, RIG, and Tax.
Who can participate: ESG, Sustainability, HR and other professionals engaged in the cause.
Institutional and Government Relations Committee: With the support of the Brasilia and São Paulo managers, it monitors the activities, both in the Legislative and Executive branches, that may affect the Health Products market. We highlight the monitoring of PLs (Bill of Laws) and policies of the Ministries, proposing possible substitutes for PLs, cooperation with influential bodies (e.g.: CNI, APEX, PAHO, UN, ANS, ANVISA), in addition to interacting, whenever pertinent, with other ABIMED Committees, such as Legal, Regulatory Intelligence, and Tax.
